Tags are metadata the uploader sets in YouTube Studio. They do not appear next to the title. They help YouTube understand the video when the title and description are vague, and they still show up in some older search and suggest paths.

YouTube counts every character across every tag, including commas, toward a 500-character cap. Long tags waste the budget. Repeated tags waste it twice.
